    Devon and Cornwall Police have donated £2,500 to Mid Devon District Council in order to help the local authority add two more CCTV camera units to the existing 16 spread across the town, a news report in the local media could reveal.

    The planned improvements are in the final stages of discussion and Mid Devon District Council intend to begin work on the system imminently.

    PC Kate Jefferies who has been working closely with Mid Devon district council on the proposals said “we hope the increase in the number of CCTV cameras will in turn result in a direct increase in detected crimes”.

    “It is extremely positive to work alongside Mid Devon District Council to deliver a more efficient CCTV system that will greatly enhance the public’s safety. We are keen to assist in future planning of the town to make is safer”, she added.

    Asia is will account for as much as 40.5% of the global CCTV market by 2024, mainly as a result of significant surveillance investment by the People’s Republic of China, an analysis report compiled and published by business intelligence company Visiongain suggests.

    Visiongain’s research, published in a report entitled CCTV Video Surveillance Systems Market 2014-2024: Equipment & Technologies: Digital IP, Analogue, Management & Analytics, forecasts spending on CCTV systems worldwide over the period 2014 to 2024, with Chinese expenditure being estimated at a total of $3.4bn in 2014 alone, well above its closet regional rivals.

    A town council in Cheshire, England, has decided to start contributing towards the cost of maintaining the CCTV cameras in the town in order to keep the camera properly up and running, a news report in the local media could reveal.

    Wilmslow Town Council will pay £16,650 for the period from 1st April 2014 to 31st March 2015 to cover the nine surveillance cameras in Wilmslow town centre so they are monitored, maintained and replaced where necessary during that period. This follows an appeal from the Cheshire East Council, who asked town and parish councils across the borough to contribute towards the cost of running CCTV cameras or face an immediate downgrade of monitoring and maintenance services.

    Even if the Town Council will pay towards their maintenance, the cameras remain the property of Cheshire East Council and responsibility for all recorded images will remain with CEC.

    Town Clerk Matthew Jackson said “Had the Town Council not agreed to this funding the cameras in question would have remained on a tour cycle only, not have been actively monitored for the security residents and not been proactive in the collection of evidence. In addition the cameras would not have been maintained nor replaced when the need arose. This is all as a result of budget cuts by CEC to this non statutory service.”

    Students union in Aberystwyth have expressed their concerns regarding their personal safety following the disconnection of Ceredigion’s network of 23 CCTV cameras, a news report in the local media could reveal.

    The County Council decided to cut funding for the CCTV system, and since the local councils were not eager to step up and take ownership of the system, it was effectively disconnected. Luckily, it’s just a temporary measure, with the cameras being simply covered and switched off, rather than dismantled altogether.

    A Ceredigion County Council spokesman said: “CCTV cameras are being disconnected from the electricity supply and covered. This is to ensure the safety of the equipment and to avoid unnecessary costs, while the system is not in operation.”

    Aberystwyth Students’ Union is calling for CCTV coverage to be retained for the safety of students and the rest of the community and expressed their disappointment that authorities were not prepared to take responsibility for the CCTV system.

    The decision to switch off the CCTV system across Anglesey could be overturned, at least locally, following an in-depth review of the costs associated to its operation carried out by two of Anglesey’s largest towns.

    Councillors in Holyhead Town Council have decided to look at ways in which grant funding could keep the town’s cameras running despite others across the island being switched off, a recent news report in the local media has revealed.

    The council members decided to review just how they could use part of the £7.5m cash windfall from the designated Vibrant and Viable Places (VVP) funding in order to keep the cameras rolling.

    Llangefni Town Council members have similar ideas, as they have agreed to look at ways to save its CCTV cameras.

    In a statement released earlier this year, Anglesey Council Leader Ieuan Williams said the authority had “little choice” but to withdraw services due to funding cuts. “We understand that this is a contentious decision, but our first duty as an Authority must be to protect statutory services – like social services – which we must provide by law,” he added.

    “CCTV is not a statutory service and as such we’ve taken the very difficult decision of ending this provision.”

    “Of course, we don’t want to withdraw any services but as the severe funding cuts affecting local authorities continue to bite, it’s reached the point where we have little choice.”

    A local council has decided to purchase a second CCTV “spy car” as part of an all-out campaign to tackle illegal parking outside schools, a news report in the local media can reveal.

    Stoke-on-Trent City Council has bought a new £74,000 CCTV ‘spy’ car after its first vehicle netted £457,000 in parking fines in just four years. The move follows 633 calls for enforcement action outside city schools in the past two years.

    The car’s role will be to catch motorists parking in keep-clear areas and on zig-zag markings and pedestrian crossings, with drivers facing a £70 fine for each offence.

    Deputy council leader Paul Shotton said: “We are receiving a large increase in requests for enforcement from schools due to illegal and unsafe parking outside their gates.

    “With all schools asking for enforcement at the same time, we can’t meet all demand and currently have a four-week waiting list.

    “The CCTV car will be used to ensure the safety of our children going to and from school and will help us to reduce the safety risks caused by illegal and inconsiderate parking. This is absolutely not about making money by fining motorists.”

    A video surveillance system will be used in an attempt to catch thieves behind card machine “skimming” attempts at a store in Marsden, a news report in the local media has revealed.

    Fraudsters placed metal devices and recorders at the ATM Cash machine located in the wall of the Co-operative store on Peel Street in Marsden. However, a keen-eyed resident removed the metal skimmer — a device placed over the real card entry slot — and camera recording equipment from inside and on top of the machine and alerted the police.

    The skimming device retains the card and the customer thinks the ATM is faulty.

    It was the third similar incident to take place at the site, which was initially targeted twice in one week in February. Valleys police inspector Mark Trueman said that he cannot rule out the possibility that all three incidents are linked and said that no arrests were made in February.

    He said: “We are now in the process of looking at CCTV to try to find out more information as part of our investigation.

    One of Britain’s largest care home operators is currently reviewing plans to install CCTV cameras across its network of care and nursing homes in an attempt to tackle the abuse and neglect of vulnerable elderly residents.

    HC-One runs 241 care homes and employs over 14,000 members of staff. The group came under fire when, over two years ago, shocking and distressing failings were exposed at one of their care homes in Croydon, south London, when a relative used secret filming in a resident’s room, a news report on the matter can reveal.

    HC-One’s chair Dr Chai Patel said the organisation has no tolerance for “this kind of behaviour and we remain deeply sorry to the resident and their family”.

    “This is why we feel placing cameras in care homes can only help protect the wellbeing and dignity of those we support. We hope that, as a society, we can start an open and honest debate on this most vital issue.”

    It is hoped that a permanent CCTV surveillance scheme will help root out instances of poor quality care, neglect and abuse, and act as a deterrent against deliberate bad practice and cruelty, while protecting the privacy and dignity of residents who would prefer not to be filmed.

    A ComRes poll asked more than 2,000 British adults whether they would support or oppose the cameras in care homes. It found that 80% supported the installation of visible cameras in care homes and over a third 36% said they strongly supported the measure.
